Zone Zero Requirements in Pacific Palisades

Zone Zero (officially "Zone 0") is California's new ember-resistant zone law: the first 5 feet around a home in a Very High Fire Hazard Severity Zone must be free of combustible material. The January 2025 Palisades Fire destroyed more than 6,800 structures across Pacific Palisades and the Malibu coast. A year and a half later, this community is deep in the largest residential rebuilding effort in Los Angeles history: debris cleared, permits moving, framing rising street by street.

That timing makes Zone Zero different here than anywhere else. For existing homes, Zone 0 phases in over years. For new construction and rebuilds, the requirements apply immediately upon adoption of the final regulations, expected late 2026. Most Palisades rebuilds will finish after that date.

Pacific Palisades is part of the City of Los Angeles, so the Los Angeles Fire Department is the Authority Having Jurisdiction. LAFD's Brush Clearance Unit already inspects Very High Fire Hazard Severity Zone parcels annually, and Zone Zero layers onto that program. Enforcement begins education-first, per the April 2026 draft.

For rebuilds, the city has stood up a dedicated pipeline: the One-Stop Rebuilding Center on Sawtelle Boulevard consolidates city departments, and LADBS gives fire rebuilds expedited plan review. Zone Zero compliance will travel through that same permit process for new construction.
